California Dental HMO Pacificare Dental plan

I live in Long Beach CA and was reviewing your Pacificare Dental 160 plan.  I need a good low cost dental plan and it seems to be fitting into my budget of what I can pay for insurance.  I want to confirm that it is dental insurance and not a dental discount plan.

I would also like to know how claims are handle.  Do I have to pay in full and wait for a refund.  The dental plan I had though my job worked like that and I hated it.  Please provide more information so I can decide if that is the right plan for me.
